There's very little that points to there being any government involved here since Leatherman is US based and the US government (where I believe most states would allow you to carry a Rebar with the blade) seems unlikely to force them to make such a model. The Original Leatherman Rebar is one of the long standing classic Tools and is best suited to everyday working applications. I'm currently building a Bond without a knife (Rebar saw in place of knife and Wave+ scissors in place of lanyard ring/small flathead) but cannot believe Leatherman doesn't offer more options than the Rebar without a knife.The most important thing is that it is UK-legal, so you can carry it outside of work or around your home - no locking knife means no breach of the law. One is not better than the other, but having the two mandatory systems only drives up costs without adding value.
