While he is undeniably a deft plotter, even when dealing with various strings and many characters to tie together, the characters are what really fall flat in my opinion. I am one of those readers who can be won over by compelling characters even if the plot is slightly weak, but decent plot AND weak characters leave no impression on me (except this negative one I am writing now, though the book as a whole is enormously forgettable. In fact, I cannot remember the plot of the other two I read by him either, except that in the end, the person with the gun won. Not particularly elegant...)
